the best or best

I would like to held a competition in my school, there will be the best English speaker.
I get some difficulties to differentiate some sentences. Are the sentences below grammatically correct?
1. Best English Speaker of the Month
2. The Best English Speaker of the Month
3. Best English Speakers
4. The Best English Speakers
I ever read an article using s in speakers, but sometime they don't use s.
I also find Best English Speaker, without using the before 'Best'
So anyone can help me, please?

So you would like to organise an 'English Speaking' competition at your school.

So if there will be only one winner, you can say, 'The best English speaker of the month is ....'

If there will be more than one winner, you can say, 'The best English speakers are...'
