'The' before an adjective?

I read a sentence below.
'Municipalities
aerate drinking water that is drawn from underground aquifers in
order to remove dissolved gases such as the foul-smelling H2S and organosulfur
compounds, as well as volatile organic compounds, some of which
have a detectable odor.'
I wonder why a 'the' is inserted before the word 'foul-smelling'. Anyone have an idea?
