Notably, the figure for Portugal was consistently highest in the whole period. Starting at 10% in 1990, there was a downturn to 9% in the percentage of the UK’s government expenditure for road and transport in 1995, five years later this data reached a peak at 12%, before decreasing to 6% in the final year. Similarly, 22% of the total government budget was invested on road and transport in Italia in the first year, after which the figure dropped to 20% in 1995. By 2000, the figure had risen to about 23%, and then it eventually declined to 4% in 2005. In 1990, Portugal’s expenditure on road and transport was 22% , subsequently, the figures in 1995, 2000, 2005 were lower at 23%, 22% and 20% respectively. An opposite change was reported in the USA’s data, which experienced a downfall from 11% to 10% between 1990 and 1995, before it eventually escalated to 15% in 2005.
