I noticed a sentence while watching a film festival on tv.The sentence is "And the award goes to Mr. Sam". So my questions that:

1. Does the sentence above Express the present fact/event or the future fact/event?
2. Do you have any alternative sentence for it?

In English-speaking countries, "Sam" is usually a first name. We do not use "Mr" with first names alone. Of course, it is also possible that someone might have the surname "Sam".
