have discussed the above with many, but no one has been able to give a satisfactory answer. However, I have found people using 'concerned authorities' 'concerned people',' concerned staff' etc. quite often and with no qualms.
My impression is that 'concerned' should come after the noun to make the desired sense, as the other way round, the word acts as an adjective and gives an entirely
