It would depend. Is it a name or a description (which may also be used as a name). Consider :

a) "Here at "Robots and Agents Lab", we supply robots and agents whenever requested by customers."

b) "If you need a robot or agent, I suggest that you make an appointment with the Robots and Agents Lab."

I suspect b) is more what you meant.

or could be used in a sentence like: "He is the Director of the Robots and Agents Lab"
