The areas... is DUIs


When you look at crime rates, blacks are almost always more criminally inclined on a per-capita basis. The areas where they were more or less the same as whites is DUIs.
I read this on a forum.

The subject for the sentence I highlighted in bold is in plural, and DUIs is in plural too. Why is the verb-is in singular? I think it should be "are DUIs".

DUIs form a single area. So it should be The area where they were more or less the same as whites is DUIs . Better English is eg The area where they were more or less the same as whites is that of DUIs.
