The antecedent to a pronoun 'he' ; can it be a prepositional phrase in the preceeding sentance such as ":and the people of the prince that shall come shall destroy the city and the sanctuary;"

To whom it may concern:

Can a prepositional phrase such as (": and the people of the prince that shall come shall destroy the city and the sanctuary;")be the antecedent to the pronoun "he" in the following sentace?

I would appreciate your comments on this and grammar evidence to back it up, either way.

Since it's plural ("people"), I don't see how it could be an antecedent to "he". It could be an antecdent to "they", I guess.
