Hello all , I was told that the before adjective makes the sentence plural.. right ? if it is right so How will I use it ?? The dead are in the street or the dead is in the street ? Thank you

Adjectives used as nouns are always plural, Notorioz.

The rich get rich and the poor get poorer.
The dead walk at night.
Then meek inherit the earth.

If an adjective preceded by the refers to people, it is virtually always plural as Mr M says. One exception comes to my mind. The deceased may be singular or plural: The deceased was/were buried yesterday.

If the reference is not to people, a singular verb is used: The impossible fascinates
