To be sure, you can check the percentage of Americans officially reported to be overweight, so part of this statement is factual. But whether you find that fact astonishing is a matter of opinion. Thus, this statement is very much a blend of fact and opinion.

2. I'd like to know "as" means "in the way in which."

2. "in the way in which" cannot be substituted into the sentence. As previous threads have I think also demonstrated, "as" can be a particularly difficult word to find substitutable paraphrases for. The underlined part as a whole means "Although it may seem astonishing".
