Woman: Hello, Ian. Is this the young man you were telling us about?
Ian: Mm-hmm. Peter Colt, the one and only.
Woman: Once ranked fifteenth in the world, I hear.
Peter: Eleventh, actually, for the better part of '96.

I'd like to know if "He was" is implied before "once ranked."
And I'd like to know here what "for the better part" means.
