The analyses of a text #4

The narrator recalls his childhood.
He lives with his mother, Peggotty the only maid of his house, his stern stepfather Mr. Murdstone, and Mr. Mudstone's eccentric elder sister in his late father's house.

Firmness, I may observe, was the grand quality on which both Mr. and Miss Murdstone took their stand. However I might have expressed my comprehension of it at that time, if I had been call upon, I nevertheless did clearly comprehend, in my own way, that it was another name for tyranny, and for a certain gloomy, arrogant, devil's humour, that was in them both.
[David Copperfield by Charles Dickens]
I'd like to know why what is positioned before "I nevertheless" is the comma, not a period.
And I'd like to know if "that" means "it that."
Thank you in advance for your help.
