JOHN :Right... It's junction 13 that' just murder, isn't it... total gridlock this morning.

1. I'd like to know the blue clause is the cleft sentence for emphasizing the words "junction 13."
2. I'd like to know why it is the comma, not period after the clause in blue.
3. And I'd like to know if "isn't it... total gridlock this morning." means "Isn't it total gridlock this morning?"
