The Analyses of a text #2

The protagonist, one of Amber's princes managed to take, if unstable, the control of realm after the former king, his brother's death.
A while ago, his another brother Caine was killed, and he killed the suspect, he thought, killed his brother, on the spot, but the then and now situations indicate he is the prime suspect.

Me, back less than a week. Most things, still unresolved. The court of Amber, full of suspicion and unrest. This, now: a death to further jeopardize the brief, unhappy prereign of Corwin I: me.
Time now to do something I should I have done right away. But there had been so many things to do, from the very first. It was not as if I had been nodding, as I saw it. I had assigned priorities and acted on them.
["Sign of the Unicorn" of The Great Book of Amber by Roger Zelazny]
I'd like to know if underlined sentences mean the following:
"For me, It goes back less than a week. Most things are still unresolved. The court of Amber is full of suspicion and unrest. Now, there is this."
If so, I'd like to know why the comma is used in lieu of "be."
And I'd like to know what "nodding" means here.
Thank you in advance for your help.
