The analyses of a text

Good-setting theory suggests that employees are motivated to achieve goals they and their managers establish together. The goal should be very specific, moderately different, and one are employee will be committed to achieve. Rewards should be directly tied to goal achievement.

1. like to know where "to achieve goals" means the conditional or object/ purpose.
2. I think the use of "one" breaks the parallel relationship; so I'd like to know why it is possible.
