The analyses of a text

In 1856, Henry Bessemer invented a new method for manufacturing steel, one that consisted of three basic steps. First a blast of cold air was forced through the mass of hot melting iron. The enormous heat created then burned out the impurities in the iron and left it ready for the final step?the addition of carbon, manganese, and other substances that produced good-quality steel.

I think when explaining the process about something we should use the present tense.
So, I'd like to know why the author use the past tense.
And I don't think the subject of "left" could be "the enormous heat", if anying, that the former clause should be the subject
so I think the underlined clause should be rephrased as the following.
?, which left it ready for the final step.

I'd like to know if my assumtion is right.
