In two weeks of interviews in this mountainous region of poor farmers and shepherds, exasperated American soldiers said it was hard to determine which was their more daunting opponent (..)

Why isn't used "THE" before exasperated? (...) the exasperated American soldiers

I think that "THE" should be used because we are talking about a specific group of Americans - The American soldiers.

Can somebody explain it to me?
