The alcohol and drug service vs an alcohol

Forward Leeds is the alcohol and drug service in Leeds for adults, young people and families.

I saw the above while taking a drug history for one of their patients.

I know that "the" is used when the noun is specified, why have they used " the alcohol and drug service" and not "an alcohol and drug service" as this must be one of the services provided by them?
