The + Adjective

Do I understand it correctly?

'The' before an adjective makes it a collective noun. For example,

1) There are 3 ways to help the homeless.

2) The rich will never understand the poor.

3) The police immediately started searching the city for the infected.

Thank you!

Happy student The' before an adjective makes it a collective noun No; it just makes it a noun (of a pronomial sort)—but it only works within accepted limits: mostly adjectives that describe groups of people, nationalities, and abstract nouns.
