The actual meaning of as in "as much as"

Here are two sentences taken from my dictionary.

1. Kids don't play outside as much as they used to.
2. Basketball is as popular as football here.

I'd like to know the actual meaning of the first "as" here. The Longman dictionary says that it is an adverb used when you are comparing two people, things, situations etc. However, this definition is only about how it is used not the real meaning of "as".

Could you shed some light on this matter?
