The 1970s is or are coming back.

I say 'are'.

We're talking about a grouping of several years. Or does the seventies represent a single decade, and we'd use 'is'? Confusing.

But if we had one year (e.g., 1970), we'd use 'is'.

Nineteen seventy is coming back.
