That's what I was going to do.

1) That's what I was going to do.
2) That's what I wanted to do.
3) That's what I intended to do.
Or any sentences with 'was going to do it, 'wanted to do it' and 'intended to do it.'

In the end, the three sentences imply that "I" did not realize the "what" so the three sentences carry the same meaning. right?

What do you native English speakers think? Thank you so much in advance.

I don't see them as having the same meaning. 1) tells me that the action didn't happen. 2) & 3) could carry that meaning as well, but not necessarily.
