That's very nice of him. Paraphrase?

Hi teachers,
Would the paraphrase, 'His action is very good', be appropriate for 'That's very nice of him', or that's as clear as mud?
Context:
Peter bought a lot of things. That's very nice of him, isn't it?

I would say That was very nice of him, wasn’t it? That was a kind/thoughtful thing for him to do, wasn’t it?)

If he does nice things for his friends, then you can say, "Peter is a good friend."
It is a general statement about how Peter values his friendships.
