That's four balloons we've colored

"That's four balloons we've colored." Is that grammatically correct?
"Those are four ballons (that) we've colored." gives me a different sense of meaning.
What's the intended meaning of the (former) sentence?

I believe it means the number completed is "four."

If someone were counting, they might say, "Okay, that's seven." or, "That's number seven." ("That makes seven we've completed.")
