That/it was worth it

1) He had spent a lot of money. But that was worth it to be safe.
2) He had spent a lot of money. But it was worth it to be safe.

Do these mean exactly the same?
Do the 'that' and 'it' that are in block letters both refer to the same thing (his spending a lot of money)?

I understand both to refer to his spending a lot of money, but (1) seems less usual. Normally I would use (2).
