"That" vs. "Who" in Regular Speaking

When people say things like, "I used to have a coworker that did the exact same thing," are they being erroneous, since it should be "who" rather than "that," given they are speaking of a person?

Oh, absolutely! I hear both all the time. My question is, though, are people being faulty when using "that," as with the example that I gave?
