THAT vs WHO

Hello, I am new here. I have a question if sentence:
"It was my friend THAT recommended me this film"
is correct?
(instead of e.g. "It was my friend WHO recommended me this film")

Is it a normal, natural form of speaking / writing at all?
(I am asking, because I am not a native speaker)

Many native speakers use and accept "that" for people in casual or conversational English. I'm sure I do sometimes. "who" is more polished, and should be used in formal or careful English. "recommended me this film" doesn't sound good to me. I would say "recommended this film to me".
