That subjunctive / that should+inf / verbid

1) He asked for the letter to be sent off at once.
2) He asked that the letter be sent off at once.
3) He asked that the letter should be sent off at once.

Are these sentences correct? Are the meanings of these sentences equal? What distinctions exist between their meanings?

This is my opinion. #1 is fine, but it's not a subjunctive sentence #2 is #3 is not a true subjunctive in AmE, but is accepted as one in certain regions of BrE.
