Would you please explain why the number two is correct?!

It's OK, thanks. But I wondered if you could explain it through the order of 'if's'! I mean, is it possible to find out what 'that' referred to without noticing the plural verb? And I hadn't noticed that 'are'. Surely, that would help me to answer similar questions.
