That or Which?

Are 'that' and 'which' interchangeable?
Maybe someone can help me out with this sentence.

"Another factor is the broad consumption of car services that makes this form of goods politically more sensitive and encourages the government to use controls and regulations not only to address externalities, but also to redistribute income.

Actually, the one after 'externalities' is not required either, but then the sentence makes for quite a long breath for the reader.
