"that" or "it"

Is the following sentence grammatically wrong in any kind of situation?

? That is a kind of Japanese culture.

My Japanese English teacher who is in charge of English classes in my school told me not to use "that" but to use "it", and my score was deduced. But I think, in the situation like introducing chopsticks for the first time to a foreigner with the action of pointing to them, we can use "that" rather than "it".
