Letter Writing

that of something

Hey guys good afternoon!
I have several similar questions Please help me a lot.
In Formal writing, Im wondering if i use that of something in this way.

Q1)the percentage of spending on coffee is 50% of the total and that of milk was lower by 10%.

is "that of milk" right or should I write "that (of spending) on milk" ?

Q2)In the similar vein, is the expression following valid as well??
the Money spent by women in the UK in 1990 is greater than that of men

What i want to know is this
To mention and compare similar thing like "the Money spent by women in the UK in 1990", can I use "of" in any cases? or should I change prepositions?
"that of Japan" vs "that in Japan"
"that of 1995" vs "that in 1995"
"that of men" vs "that by men"

Please tell me what should i use.. im freaking confused on this.

Anonymous Q1)the percentage of spending on coffee is 50% of the total and that of milk was lower by 10%. is "that of milk" right That is OK. the Money spent by women in the UK in 1990 is greater than that of men The problems I see is that it should read 'the amount/sum of money' and ' by (not 'of') men'.
