That no proxy, no VP

Can you please explain what is "proxy" here?

If I'm on your board you don't get to hire a VP of sales, not at all. First people going out of the building either physically or virtually are you, the founder. This is your idea. You could do something that no proxy, no VP, no hire, not anyone else can do.
