Can one say

a. A meth addict who was high killed his neighbour with a shotgun That happens a lot.
b. A meth addict who was high killed his neighbour with a shotgun. That kind of thing happens a lot.
?

Do both sentences mean the same?

Do they mean
1. when they are high meth addicts often kill their neighbours with a shotgun (a strange thing to say)
2. when they are high meth addicts often kill their neighbours
3. when they are high meth addicts often commit violent crimes.
