that is/that was

I say to the representative:

THE SITUATION

My credit card was stolen from me and the reason why I'm calling is because I was promised platinum status for signing up for this credit card and I would like it reinstated with this new credit card number.

Should I say:

1. Because that was what I had been offered. Or

2. Because that is what I was offered.

Why is it I hear that is most of the times, when it happened in the past, and I'm usually inclined to use that was.
