1. That is what seems to me to be so irredeemably stupid.
2. That is (that) that seems to me to be so irredeemably stupid.

I know I can omit the conjunction "that" in complement clauses in the Spoken English.
So, I'd like to know whether I can rephrase #1 into #2 in the Spoken English.
