'that' in 'every time that you close Windows Mail'

Hi,

Wondering if 'that' in the sentence below is necessary?

Additionally, every time that you close Windows Mail, you are prompted that there are unsent messages in your Outbox.

Also, should 'when' be added to make it grammatical? as in 'when you close Windows Mail every time'.
