That crazy verb "dare"

Tom: Why do the people tolerate the rudeness of our manager?
Mona: Because no one dares to criticize him/ people dare not criticize him. Otherwise, they would lose their jobs.

Although it would be highly unusual in 2012, would it be grammatically correct to use the modal "dare" in this sentence since it carries a negative meaning:

Because no one dare criticize him for fearing of losing their jobs.
