I'd opt for "to explain" as, in my opinion, the verb "explain" collocates with a human activity rather than with "circumstances" which could be "explained" but [the circumstances] cannot explain the matter in hand by themselves; you simply need a human factor in it.

Again, in my opinion, the subordinate non-finite infinitive clause "to explain why a newspaper must be renamed" implies human activity of explaining whereas the relative clause "that could explain" explicitly state that "some circumstances can/could explain".

But I'm non-native, so wait for the opinion of the native speakers who may disagree with me.
