No one is predicting a sure and steady economic improvement in the new year, although many indicators suggest a slow and jerky improvement. That being the case, we know that residents of western Arkansas and eastern Oklahoma will continue to see neighbors battle unemployment, hunger, homelessness and a host of other problems. And this being the greater Fort Smith region, we know that people will step up to help.

Would it be correct to say "Such being the case" instead of That being the case? (It's not that I think That being the case is wrong.)
