That + an adjective + a + a noun

The actual term "worm" was first used in http://en.wikipedia.org/wiki/JohnBrunner(novelist)'s 1975 novel, http://en.wikipedia.org/wiki/The_Shockwave_Rider. In that novel, Nichlas Haflinger designs and sets off a data-gathering worm in an act of revenge against the powerful men who run a national electronic information web that induces mass conformity. "You have the biggest-ever worm loose in the net, and it automatically sabotages any attempt to monitor it... There's never been a worm with that tough a head or that long a tail!"

1) such/ what + an + adjective + a noun
2) so/ as + an adjective + a + a noun

I'd like to know whether in my example, "that" is used with the same structure and words order as #2.
Thank you in advance for your help.
