It's an odd sentence in terms of meaning.
The first part states the reason (the dam burst) as a fact, but the second half leads us to expect some different reason will be given later.

Not what you're asking, but I'd prefer "The reason ... was the burst dam", or "... that the dam burst". This relates thing-to-thing instead of thing-to-action.

It needs a comma after that: "The reason ...", which was ..."
