Could anybody tell me the below "that" referring to which word or sentence.

A collective sense of relief resonated across America yesterday, now that a federal government shutdown is merely a thought of what could have been.

"That" is being used as a conjunction to demonstrate how two clauses are directly related.

"A collective sense of relief resonated across America yesterday."
"A federal government shutdown is merely a thought of what could have been."

Those are your two clauses. In order to link them together, you're using "that" as your conjunction. "That" is demonstrating how one clause is

It's the same use of "that" as in
