Depression centers that could deliver a high standard of comprehensive care would be a dream (THAT) come true.

Do you need 'that' between dream and come?

If not, why?

I think this stems from an elision of "A dream (that is/has) come true".

"To come" used to take "to be" as an auxiliary verb and still does when people are being dramatic:

"Now I become death, the destroyer of worlds." ~ J. Robert Oppenheimer.
