When I use 'that', is it possible that I specify how to use it?

For eg.:

1. Structured wiring based on the standards (such as TIA/EIA-568b) assumes that the total wiring system will be divided. (With 'assumes' I'm referring to 'structured wiring' ?)

2. Structured wiring based on the standards (such as TIA/EIA-568b) assume that the total wiring system will be divided. (With 'assume' I'm referring to 'standards'?)

Are both of those correct? You can choose what 'that' refers to?
