Thanks can be used after another thanks?

I had a test this morning. There was a question that kept me wondering if it was right or wrong.
A: "This is really a nice dress. Thanks Tom". >>> B: "_______"
a. You're welcome
b. Thanks. I'm glad you like it
c. I don't think so
d. I apologize for this
I chose A, but the teacher corrected me that B must be the right answer, so A is definitely wrong. My question is that, with native speakers, does it make sense to answer a thanks after another one?

I only hear that exchange in television interviews. The interviewer thanks the guest first, and then the guest thanks the interviewer. Alternatively, the guest says "My pleasure" or "You're welcome".
