Here is my question:
"Thank you very much for your help" "_______"
A. That's right" B. Congratulation C. No problem D. that's a good idea.

I opt C. No problem". However, I quite disagree with my choosing. I personally think that the response here should be "Not at all", "Never mind" or "You're welcome". Nevertheless, among the options given, only "No problem" is the best choice. I'm really confused.

I'm confused as to why you're confused. You listed "Not at all" as an acceptable reponse, but you don't think "No problem" is acceptable? They're the same response, just abbreviated differently! They're both truncated versions of the sentence "It was [not at all a/no] problem to help you."

No problem is a very common informal response. You will hear this a lot.
