Thank you kindly

Hello,

On another forum, a person- Peter which I coined for him here, asked another people, "Leave me alone, you are so annoying. Thank you kindly".

Is it usual to attach "kindly" after "thank you"? It sounds condescending. I knew the speaker is not a native speaker, and I'm curious about this expression.

Thanks.
