I am not completely sure what you are trying to say. I know you meant "election" when you wrote "electron".

I am going to make some wild guesses.

I deeply regret that I didn't deliberate more carefully when I was making my decision of how to vote for in the election.

That might not be representing your thoughts.

a) I saw a new article that an engineer who had earned millions of NT dollars per year resigned from his job.

You could also write

b) I saw a new article where an engineer who had earned millions of NT dollars per year resigned from his job.

Notice that we DID NOT put "who had earned millions of NT dollars per year" inside commas. In other words, we did NOT write....

c) I saw a new article that an engineer, who had earned millions of NT dollars per year, resigned from his job.

It wasn't that an engineer resigned from his job that was newsworthy. Rather, it was an engineer making millions of NT dollars per year resigning from his job that was newsworthy.
