I would say the phrase is used when you don't know someone that well

Suppose you are singing in a stage performance. Afterwards, your friends congratulate you, and you say - Thanks, thanks!

If someone you don't know that well (or at all) comes up a day later and says - "I remember you - you were the singer in that performance - you were really good"

I would agree that Dave's comments apply in the US as well.

You could also use that when don't agree with the compliment that was just paid to you.

Well, thank you for saying so, but really, it as happens, Jim deserves far more of the credit.

(As a whole, we are not very good at accepting compliments.)
